The Context: A text page catches us up on the status quo. The Justice League Unlimited (JLU) is active, operating from the Watchtower. Red Tornado, having lost his physical body in a previous battle, now exists as the “unlinking eyes and restless mind” of the Watchtower’s computer systems, constantly scanning for threats.
The Recruitment
Detroit Under Fire: We cut to the real world. In Detroit, a massive fire traps a firefighter. Green Lantern (Simon Baz) arrives just in time to save him with a construct fire blanket. It’s a classic hero moment, but Simon is distracted by a call from his cousin.
The Signal: Mid-conversation, Simon’s ring interrupts him with a priority alert: “Red Alert // Black Ops.” It cuts off his phone call, leaving him confused.
Cold Snap in Metropolis: Near Metropolis, the gang known as the Street Demonz is terrorizing locals. Suddenly, the area freezes over. Power Girl drops in, effortlessly defeating them. Before she can celebrate, she receives the same mysterious red signal that Simon did.

The Secret Meeting: Simon and Power Girl arrive at a secret location—a hidden satellite concealed right under the League’s nose. Simon is furious. He realizes he has been surveilled for a long time. His Green Lantern training controls his emotions, but the invasion of privacy makes him “see red”.
The Reveal Red Tornado: reveals himself as the mastermind behind the summons. Simon and Power Girl are shocked to find their colleague operating in secret.
The Mission
The Pitch: Red Tornado explains why they are here. As the Watchtower’s AI, he has run thousands of simulations. His conclusion is terrifying: The re-formation of the Justice League is the catalyst that will eventually lead to Earth’s destruction. Every simulation where he tells the full League leads to disaster. He needs a small team to act “discreetly” to change the statistical outcome.

The Target: Red Tornado briefs them on the mission. On the planet Varva, a local conflict is about to escalate. The Varvans are preparing to deploy an “autonomous superweapon.” Red Tornado predicts this minor event will trigger a chain reaction engulfing the galaxy and destroying Earth. He orders them to destroy it.
The Twist
Arrival on Varva: Simon and Power Girl arrive on the alien world. They spot the massive machine. It speaks in English (via auto-translation), which surprises them. It looks formidable.
The Battle: The heroes engage. The machine is tough, sporting heavy armor and shielding against heat vision. Simon and Power Girl coordinate their attacks, using brute force and ring constructs to smash the “weapon” to pieces.

The Horrifying Truth: With the machine destroyed, Power Girl scans the wreckage to ensure it can’t self-repair. She freezes. The components aren’t weapons. They are soil enrichers, seed disseminators, and rainmaking chemicals. The machine wasn’t a weapon of war. It was a farming tool designed to grow food.
Betrayal: Simon and Power Girl realize Red Tornado lied to them. He manipulated them into destroying critical infrastructure for a civilization. They question why their friend would deceive them and commit such an act. They resolve to get answers.

The Mastermind in the Shadows: Back on Earth, we see that Red Tornado isn’t the only one watching. Black Adam is observing the events. He notes, “The Man of Tin has made his move… which means it is time.” The issue ends with a tease for the next issue: “The Lies That Bind!”.
